OCBA Mourns the Passing of Franklin G. West honoree Judge Francisco P. Briseño (Ret.)

Message from Presiding Judge Maria D. Hernandez:

Dear Colleagues,

It is with profound sadness that we convey the news of the passing of our cherished friend and colleague, Retired Judge Francisco Briseño who passed away peacefully early this morning, surrounded by his family, and loved ones. A stalwart figure in the Orange County legal community for over 40 years, Judge Briseño's journey began with his admission to the California State Bar in 1969.

During his distinguished career, he served as an Orange County Deputy District Attorney, leading the Homicide Unit from 1975 to 1977. Appointed to the Santa Ana Municipal Court in 1977 by Gov. Jerry Brown, he became one of the youngest judges in the state and the second Hispanic judge in Orange County. Elevated to the Orange County Superior Court in 1979, Judge Briseño holds the distinction of being one of the longest actively serving judges in the county's history. Even in retirement, he continued his service as an Assigned Judge for over a decade.

Judge Briseño's impact extended beyond the courtroom. His military service in the United States Marine Corps spanned over three decades, earning him both the Bronze Star and the Joint Service Commendation Medal. His commitment to the community was further evident in his pivotal role in launching Programa SHORTSTOP, a Spanish-language adaptation of the SHORTSTOP program aimed at assisting Hispanic youths aged 9 to 17.

In recognition of his exceptional contributions, Judge Briseño received the Orange County Hispanic Bar Association’s Lifetime Achievement Award in 2010, later renamed the Francisco P. Briseño Lifetime Achievement Award.

Judge Briseño leaves an illustrious legacy not only on our court but also on the broader legal community in Orange County and the California judiciary. His legacy is a testament to a remarkable legal career and a profound impact on the lives of many.

During this challenging time, we extend our heartfelt sympathies and condolences to Judge Briseño’s two daughters.

Funeral services are currently being arranged to honor and celebrate the life of this esteemed colleague and will be shared once scheduled.

With heartfelt sympathy,
