Marriage rates in California have dropped nearly 60% since 1970, while cohabiting households now account for 8–12% of the state’s population. Today, 37% of children in California are born to unmarried parents. Yet despite these demographic shifts, the Bankruptcy Code—specifically Section 707—uses the term “household” seven times in the Means Test without ever defining it. This webinar explores how courts and practitioners determine household composition for purposes of applying IRS Collection Standards and calculating disposable income under the Means Test.
