Chapman University Fowler School of Law Public Interest Law Foundation (PILF) has named Hon. Kathleen O'Leary and OCBA Board Member Antoinette Balta (Veterans Legal Institute) the 2017 recipients of the PILF Award for Excellence in Public Service.
